India’s solar sector has witnessed significant growth, and a new development is ITI Limited’s recent Expression of Interest (EOI) for a 5 MW grid-connected solar project in Jharkhand. This project is part of a larger effort to energize one of India’s sun-rich but power-deficient regions. Let’s break down the details of this tender and its implications.
Why Jharkhand for Solar Energy?
Jharkhand boasts over 300 sunny days a year, comparable to Rajasthan, a solar powerhouse in India. Despite its high solar potential, Jharkhand’s installed solar capacity is barely scratching the surface. The state government has set an ambitious target of 3 GW by 2025, presenting an opportunity for developers to move beyond traditional solar hubs like Gujarat or Karnataka.
The ITI Limited Solar Project Details
The project will be ground-mounted, eliminating rooftop installation challenges. Bidders must handle everything from design to commissioning, including securing a minimum of 25 acres of land. However, ITI Limited has introduced a requirement for proven experience, specifying that bidders must have completed at least one 5 MW project in the last three years.
Overcoming the “Too Expensive” Perception
A common misconception is that solar projects are financially unviable due to high upfront costs. However, Jharkhand offers a 75% subsidy on banking charges for captive projects, significantly reducing costs. Moreover, plummeting panel prices have made solar energy more competitive. Developers could break even in 4-5 years, a marked improvement from the decade-long wait of the past.
This shift is partly driven by innovations in battery storage technologies, such as the adoption of Sungrow’s smart home energy storage with advanced safety features. These advancements make solar energy more practical for widespread adoption.
Battery Storage: The Key to Stability
Although ITI Limited’s EOI does not mandate storage, incorporating residential battery storage solutions can provide a significant value add. This is particularly relevant given Jharkhand’s grid stability issues. Developers who include storage options in their bids may find themselves at an advantage, as it would not only ensure reliability but also potentially reduce revenue losses due to blackouts.
Understanding the Fine Print
The deadline for submitting bids is October 15, 2025, and late submissions will not be accepted. Additionally, an earnest money deposit of ₹5 lakhs is required, non-refundable for bidders who later withdraw their proposals. This deposit underscores the commitment required from participants and the importance of carefully evaluating the project’s potential before bidding.
